The tower is part of the Custom House District, added to the National Register of Historic Places in 1973. The site was purchased on September 13, 1837.

It is the 13th tallest building in Seattle, and was designed by John Graham and Associates. It was originally known as the Pacific Northwest Bell Building, and has also been called 1600 Bell Plaza, and US West Communications.
